The ILI data using % of outpatient visits is an imperfect metric for comparing age groups. People ages 1-4 and over 65 have, I believe, more outpatient visits than older children and younger adults. So the higher rates for young children and probably still an understatement, and the lower rates for older adults are questionable evidence that ILI is affecting them less.
